Labor is planning annual public service cuts of more than $5 billion annually.
Finance Minister Katy Gallagher has instructed ministers and public service bosses to find savings of five per cent in their budgets.
The Australian Taxation Office would cut $239 million, while defence spending would be slashed by $2.6 billion.
